解决方法：

1，进入到platform-tools目录下，shift+右键，在此处打开命令窗口

adb kill-server

adb start-server

这样还是不行，继续找占用了端口的进程

打开任务管理器，找到pid为8768的进程，结束。

然后adb start-server即可
